Bureau of Indian Standards (BIS) has provided traceable and tangible benefits to economy in a number of ways - providing safe, reliable, quality goods; minimizing health hazards to consumers; promote exports and imports substitute; control over proliferation of varieties etc. Bureau of Indian Standards (BIS), the National Standards Body has been successfully promoting and nurturing standards movement within the country since 1947. BIS came into existence on 01 April 1987 through an Act of Parliament dated 26 November 1986.

Type Approvals

Type approval is an approval given to a Telecom Product or network which will be interfaced with Indian Telecom network for which an approved TEC Generic Requirements (GR) is available. Type approval is given after evaluating the sample of product for compliance to its GR. This certificate is technical compliance of product to Generic Requirement indicated in Type Approval Certificate. The Approval shall be granted after evaluating the product against all the clauses of the GR i.e. approval cannot be given to part of the specification clauses while leaving out the rest. Separate GR is prepared by TEC for each type of product. Type Approval is granted to eligible applicants only. The documents required to be submitted while applying for type approval are given in the check list for Type Approval.

Sample of Product

Sample of product submitted for approval should be complete in all respects and fully equipped for its maximum capacity or to a capacity indicated in the GR for testing. There should not be any need for add-on units for testing the product.

Eligibility for Type Approval

An applicant can be

  • Manufacturer(s) involved in the indigenous production of the equipment for which TAC is sought. The process of manufacturing could be at any level of production – CKD or SKD.
  • Traders (Fully Indian owned companies) importing the product from Foreign manufacturers / sources.
  • Traders (Organizations established in India with foreign equity of any level with the objective of importing and selling the product in India).
  • Foreign companies having their wholly owned establishments in India for trading activities.

EMC Approvals

EMC means nothing more than "an electronic or electrical product shall work as intended in its environment. The electronic or electrical product shall not generate electromagnetic disturbances, which may influence other products". In other words, EMC deals with problems of noise emission as well as noise immunity of electronic and electrical products and systems. Electromagnetic disturbances occur as conducted interference as well as radiated emissions and immunity problems.

Generally EMC, Electro Magnetic Compatibility, should really not be difficult to understand, but as you know, the devil is in the details. Let us explain the topic in a little bit more details. For those of you who are EMC-experts, we hope you excuse us for making some "non-scientific" simplifications. The word EMC does not include the influence of electromagnetic waves (either desired or undesired) on biological systems. This is a much larger field and is covered by the expression "EMCE" ("E" is for environmental), which is not the topic here and is also not the field in which EM TEST works.

OSP Registration

Registration under Other Service Providers (OSP) category As per New Telecom Policy (NTP) 1999, Other Service Providers (OSP), such as tele-banking, tele-medicine, tele-trading, e-commerce etc will be allowed to operate by using infrastructure provided by various access providers for non-telecom services. The Telecom Commission in May 1999, accorded in principle approval for registration of Call Centers, both International and Domestic, in the country under the above category. Later, services like Network Operation Centers and Vehicle Tracking Systems, were also added to this category.

OVERVIEW

As per the Terms and Conditions formulated by the Telecom Commission in February 2000, these application Service Providers could take telecom resources from authorized Telecom Service Providers only and may not infringe upon the jurisdiction of other authorized Telecom Service Providers and they will not provide switched telephony. From its inception, over 2500 cases have been registered under OSP category till date. These companies should meet the revised terms and conditions of OSP registration.

Registration of OSPs and Telemarketers is done by the respective Telecom Enforcement, Resource and Monitoring (TERM) Cells (formerly known as VTM Cells) as per location of the OSP/Telemarketing Centre.

The Access Service Providers must ensure that the customers have valid registration papers from the OSP Cell of DoT before providing them with the telecom resources. Action will be taken against Access Service providers who do not adhere to the above requirement.

OSP Registration Requirement

To obtain a OSP Registration in India, it is mandatory for the entity to be a Private Limited Company. Therefore, Entrepreneurs having plans for starting a call center or BPO or e-commerce or other IT Enabled Services must incorporate a Private Limited Company. The following are the documents necessary for OSP Registration in addition to the application in the prescribed format:
